UTTAR PRADESH NEET COUNSELING 2025
The UP NEET MDS Counseling 2025 in Uttar Pradesh is set to begin on July 15, 2025. It will be held online on the official DGME UP website. The Directorate General of Medical Education and Training in UP can hold online counseling for MDS Admission 2025. This is based on the results of the NEET MDS Exam 2025. The applicants should fill out the application form by entering the required details, such as personal and academic details. Eligibility Criteria
- Candidates who have qualified NEET-MDS-2025 entrance examination.
- Candidates who have completed their one-year rotational internship on or before date expected by NBE, for MDS .
- Candidates who have passed BDS course from the government or private medical and dental colleges in the U.P. are eligible for Government State Quota seats and Private Medical College seats.
- Candidates who have passed BDS from AMU, Aligarh & BHU, Varanasi, are not eligible for admission in Government State Quota Seats. Such candidates are eligible for admission only in Private Medical & Dental Colleges.
- Candidates who have passed BDS from outside of Uttar Pradesh are eligible for admissions only in Private Medical & Dental colleges, institutes, and universities.
MBBS/BDS Passed From
Colleges situated in UP | EXCLUDING • Aligarh Muslim University Uttar Pradesh • Banaras Hindu University Uttar Pradesh | Will be eligible for both Govt. & Private colleges. |

Other Criteria
- A candidate who has already taken admission based on earlier NEET-PG or NEET-MDS counseling is not eligible for the NEET-PG or NEET-MDS-2025 counseling until he/she completes and passes the course where he/she is presently admitted.
- However, such a candidate shall be eligible if he/she has resigned from the said course and his/her resignation has been accepted by the competent authority of the Medical & Dental College/Institutes/Universities and he/she has refunded the salary/stipend received by him/her during the said course along with the fulfillment of the terms and conditions laid down in the format of the Bond of Rs. 5 Lacs at the time of admission.
- Only those NEET qualified PMHS candidates, whose list is provided by Director General Medical & Health under policy framed by Health & Family Welfare Department, are eligible for due weightage as per norms, will be eligible for UP NEET PG / MDS -2025 counselling.
- Foreign Medical Graduates (FMG) & Foreign National Candidates are eligible for UP NEET PG/ MDS -2025 counselling as per eligibility criteria mention in NBE Information Bulletin-2023-point no. 4.10 & 4.11. (Annexure- 5) (Read with Notice Dated 07.02.2023 N.B.E. New Delhi)
- Only In-service candidates are eligible for state quota DNB seats.
Reservation Policy
- Reservation will be given as per directions of the Government of Uttar Pradesh vide Govt. Order No.- 1/348793/2023, Dated-13-07-2023.Reservation Policy of the State Government for the NEET PG-2025
- counseling in Govt State Quota seats is as follows:
- Vertical Reservation:
- S.C.-21 %, S.T.-2%, O.B.C – 27%, EWS- 10%
- Horizontal Reservation:
- PwD- 5%
- The list of SC/ST/OBC categories shall be as notified by the Government of Uttar Pradesh as applicable at the time of counseling. (Annexure- 3). Reservation of seats under the PwD Category is 5% in Government State Quota Seats and the 21 Benchmark Disabilities as envisaged under the regulations of the Rights of Persons with Disabilities Act 2016 and as per the NMC norms.
- Candidates who want to avail of 5% PwD reservation in PG seats of Govt. medical institutions should obtain Disability certificate as per 21 Benchmark Disabilities given under RPWD Act 2016 and as per NMC norms, from the designated disability centers as per the list enclosed as Annexure- 2.
- The certificate issued by any other hospital/ board will not be accepted.
- There will be no reservation for candidates in Private Medical/Dental colleges.
- There will be reservations for minority in Minority Medical/ Dental Colleges according to their bylaws.
- Candidates admitted through 15% quota seats of AIQ in M.B.B.S./BDS courses in Government Medical Colleges will not be given the benefit of reservation in PG course for state quota seats and they will be considered as an unreserved category.
- All certificates for reservations must follow the format set by the Government of Uttar Pradesh. They should be issued by the proper authority
- For EWS and OBC categories, certificates issued only after April 01, 2025, will be valid.
- Apart from Uttar Pradesh, the reserved category candidates of other states
- will be considered in the unreserved category.
- For other relevant points regarding reservation candidates should be advice to see Govt. Order No.- 1/348793/2023, Dated-13-07-2023.
Counselling Registration Process
- Registration form will be Available on the Counselling website of UPDGME.
- To register, the candidate must use their NEET-PG or NEET MDS Roll Number. They should also use the same email ID they registered with on the NBE website for the NEET PG-2025 or NEET MDS-2025 exam. Then, they should follow the instructions on the website.
- The candidate’s information will be filled in automatically when they register on the NBE portal. This data will be used for counseling.
- The registration form will appear next. Candidates must enter their domicile, category, subcategory, and employment status. They also need to provide where they passed their MBBS and their address.
- The candidate will make payment of counselling reg fee of Rs. 3,000/- for first two round of counseling.
- All eligible candidates must register again for the Mop-up and Stray round. The registration fee is two thousand rupees.
- Counselling registration fee is not refundable.
- After successful submission of the registration form, student will get msg about registration
- During the application form submission process candidates can create a password for next process of counselling
- Once the counselling form submission process will be successfully completed. candidates will get a reg form and receipt
- Keep reg. form & fee receipt for further use
- You must show the registration form and registration fee slip at the medical college or nodal center during admission.
Security Deposit for UP NEET MDS Counseling
- For Govt. Dental Colleges/ Universities- 30000/- INR [Thirty Thousand]
- For Pvt. Dental Colleges/Institutes/ Universities- 100000/- INR [One Lakh]

Counseling and choice filling Process
A merit list will be made for MDS candidates. This will include weightage for in-service (PMHS) candidates, following government rules.
It is recommended that candidates collect info about private colleges before filling out their choices for admission.
Process of Choice filling:
To file your choice, go to the website. Log in with your NEET roll number and the password you made when you registered.
• Candidate can move their and change their choice until the final lock.
• After final lock candidate can’t edit choices.
• To Lock choices is mandatory, if not locked, then candidate will debar from counselling.
Reporting Process After Allotment
- Candidates must finish their admission process. This includes paying the fees at the Medical and Dental colleges listed in the allotment letter.
- It will be compulsory for the candidates allotted seats in dental colleges, institutes, and universities (except minority institutions) to deposit the tuition fee fixed by the government at admission. In minority colleges and institutions, it will be mandatory for the candidates to deposit the tuition fee prescribed by the respective colleges and institutes.
- If the candidate does not take admission to the allotted seat by the due date, he/she shall forfeit any right of admission based on said communication or allocation.
- Candidates who fail to produce the required original documents at the time of admission or if any concealment or falsification of facts comes to light at the time of admission or thereafter during the academic sessions will lose their candidature and will be subjected to legal action.
- Bond will be made to the effect that if a student leaves the Government Dental College seat after the 2nd counseling, or at any time during the study, the candidate will deposit an amount of Rs 5,00,000/- (Five lakhs) as per the government bond.

- Copy of Allotment letter

- Registration slips and Security Fees slip
- High School Marksheet and Certificate (as proof of date of birth)
- Intermediate Marksheet and Certificate
- Mark sheets of all professional examinations
- BDS passing out certificate or degree.
- Compulsory Rotatory Internship completion certificate
- Permanent Registration Certificate (State Dental Council)
- Employers NOC certificate, if employed
- Reservation certificate (SC/ST/OBC/EWS/PWD certificate), if applicable.
